warum ist der S-Motor (Mini Motor) mit 9V*0,65A=5,85W stärker als der XM Motor mit 3W?
Eigentlich ist doch der XM Motor eher stärker.

This depends how you define the power of a motor.
In case you are interested of the mechanical power of motor, you must measure the mechanical Power at the side of the axe, the torque. For example: how much weight could the motor lift in 60 sec over 1 meter.
Take a look in a nice German mechanical manual or in the old gray fischertechnik books about this subject.
You are only talking about the amount of used electronic energy without mentioning the mechanical load.
